ART DIRECTOR MICHAEL CARTER, 50, BY A DROPPED KERB WITH A SINGLE YELLOW LINE ON ST JAMES' STREET, WESTMINSTER.
A council has cheated motorists into paying 3million worth of fines by changing the rules on yellow line parking.
The London council now admits a confusing change of policy led to drivers being misled.
Nearly three years ago Westminster Council introduced a total ban on dropped kerb parking where single yellow lines were present.
But no signs were put up to inform motorists and the council has been raking
in money ever since, according to documents.
Art director Michael Carter, 50, of East London, said: ҉t is just a
deliberate effort to raise money. Itճ a cash cow in the street.
҉f you donմ inform people they are not allowed to park next to the drop
kerb with double yellow lines then you do not solve the problem. People will continue to park in these spots Рso it is not about concern to keep dropped kerbs open for the disabled or parents with prams.Ӎ
